In order to make an arrest, the user must have a warrant and, obviously, it has to be the correct warrant. The user gets information from the bystanders on where the thief went next and what the thief looks like. When the user reaches his/her final destination where the villain is going to pass off the loot to Carmen, he/she has to arrest them.
The life cycle is self-explanatory: sign up for a case, travel between locations questioning witnesses, obtain warrants, and make arrests, and you have approximately a week to do so. The options you can do in each location are the same: you can question witnesses, look up evidence reports, or contact Crime Net to receive additional information about the suspect such as features, hair and eye color, auto, and sport. If you’re lucky, you can contact other informants like Bart Samson and Vinnie the Squealer.
The user becomes eligible for promotion after solving enough cases. Before the new rank is granted, though, the user must correctly answer a geography question with the help of a reference book included with the program (used as a form of protection against disk copying). Each rank gives harder assignments with more potential locations to visit. The culprit in the final case is Carmen Sandiego herself; apprehending her earns the user a spot in the game’s Hall of Fame.

A thrilling dogfight ensues with Kay matching wits with Imperial fighters. Next, we’re treated to cinematic cutscenes and dialogue between ND-5 and Kay, and the occasional chirp from Nix, after which we jump to hyperspace in a dramatic finale to the setpiece.

On the PS5 dashboard, the little tagline for Outlaws when it’s selected reads, “If you’re willing to take the risk, the galaxy is full of opportunity.” I honestly wish Massive had taken its own advice there. I suspect Outlaws was intended to be — and I use this term with deep skepticism — “immersive”: a huge Star Wars world you could “get lost in” and “inhabit” while doing the endless array of things there are to do within. That’s really the open-world game promise in a nutshell: Come visit, and you can feel like you “live” here.
